Leavenworth benefits from a program called "Opportunity Zones,"  a program that designates tracts of land to qualify for economic development incentives.

The U.S. Internal Revenue Service calls Opportunity Zones, "an economic development tool that allows people to invest in distressed areas in the United States." With the goal of growing the local economy and creating jobs in low-income areas.
