Peddlers and Solicitors
The City of Leavenworth requires a permit for door to door solicitation and sales. The permits are available in the City Clerk's office at 100 N. 5th Street, Leavenworth, Kansas 66048. Phone: 913-682-9201.
- Applications for peddlers and solicitors permits must be submitted at least 2 business days in advance.
- The fee is $50.00 per day per person or $250.00 per week per person. Fees are non-refundable, non-transferable, and not prorated.
Sunday solicitations are not allowed.
Peddling & Soliciting Regulations
Anyone conducting peddling or soliciting activities within the City of Leavenworth must obtain a permit and follow all city regulations.
Definitions
Solicitor
A person who goes door-to-door without invitation to:
- Sell goods or services for future delivery, or
- Request donations or contributions
Peddler
A person who goes door-to-door without invitation carrying goods for immediate sale.
Permit Requirements
Permits are required for all peddlers and solicitors operating within city limits.

Application Deadline
Applications must be submitted at least 2 business days before operating.
Required Documents
Applicants must provide:
- A 2” x 2” photo
- Government-issued photo ID
- Proof of a Kansas sales tax number or tax-exempt status
Permit Badge
Approved applicants will receive a permit badge that must be worn visibly at all times while soliciting or peddling.
Rules & Restrictions
No Soliciting Signs
Peddlers and solicitors may not enter properties displaying:
- “No Soliciting”
- “No Peddlers”
- Or similar signage
Leaving Private Property
If asked to leave by a property owner or occupant, solicitors and peddlers must leave immediately and may not return. Failure to comply may result in a misdemeanor charge.
Hours of Operation
Soliciting and peddling are prohibited:
- From one-half hour before sunset until 8:00 a.m.
- On Sundays
Exceptions apply only with a direct invitation or scheduled appointment.
Prohibited Conduct
Peddlers, solicitors, and transient merchants may not:
- Make false or misleading statements
- Operate unlawfully
- Obstruct public areas or traffic
- Use public rights-of-way without authorization
Permit Revocation
The City Clerk or Chief of Police may revoke a permit for:
- False information on an application
- Fraud or misrepresentation
- Violations of city regulations
- Unsafe or disruptive conduct
- Zoning or right-of-way violations
Resident Rights
Residents may:
- Refuse solicitors or peddlers
- Ask individuals to leave their property
- Post “No Soliciting” or “No Peddlers” signs
All permit holders must comply immediately with these requests.
