City announces STAR bond tool to support developer at former Leavenworth Plaza Mall

The City of Leavenworth is advancing an exciting redevelopment for the former Leavenworth Plaza Mall site at 3400 S. 4th Street, pursuing creation of a Sales Tax and Revenue (STAR) Bond District to support a privately-led destination project. The initiative will transform a long-vacant, highly visible property into a regional draw with new shopping, dining, and entertainment options.
STAR Bonds are a State of Kansas tool that helps finance large tourism-based projects. Under this model, the City carries no financial obligation. The process includes feasibility and tourism studies, state review, and multiple rounds of Commission oversight and public hearings before any final approvals are made.
The proposed redevelopment, designed by Leavenworth Destination Development, LLC builds on a 2025 Kansas Legislature provision allowing STAR Bond Districts on former mall sites. The City identified the Plaza Mall property as an ideal candidate — a strategic 20-acre gateway connecting Fort Leavenworth, downtown, and southern Leavenworth to the Kansas City region. The City Commission approved Resolution B-2411 during its November 12 special meeting, initiating the state’s review process and reinforcing the City’s proactive approach to redevelopment.
“On behalf of the Leavenworth City Commission, I am so excited to announce this opportunity for redevelopment at some of the City’s most blighted commercial properties,” said Mayor Holly Pittman. “If approved, this project will provide great new destinations for Leavenworth residents and visitors to dine, shop, stay, and be entertained.”
The concept envisions a walkable, mixed-use destination with restaurants, retail, entertainment, and potential residential uses designed to complement Leavenworth’s historic character. The developer has also committed funds to cover the City’s independent financial and legal analysis, ensuring transparency throughout the process.
“I know I speak for the whole Commission when I say that we are very optimistic about the potential for this project to boost commerce in the City of Leavenworth and be the catalyst for growth throughout our wonderful community,” Mayor Pittman added. “My sincere thanks go out to the City staff for all of their hard work on this project, and to Rick Worner and his team for bringing such an exciting vision to our City.”
